    I'm pretty sure either Holly or Rimmer would have the authority to register the Cat (and Kryten) as a listed crew members, and done so many years ago.

    I would have thought that too. Yet in Quarantine Rimmer uses the fact Lister and the Cat not being listed members as a loophole to mistreat them in quarantine. (I.e. only giving them the facilities for person- Lister.) He was likely interpreting crew membership in his own way though, to mean 'part of the original crew'. Besides, the holovirus might have started to take hold then.

    It's still the case that there is no internal (narrative) reason why Pree would get the calculation wrong, or state the result inaccurately, and have to correct herself. It only makes sense if she is being sadistic.

    Why does she have to follow JMC regulation? was she scavenged from a JMC ship?

    I don't think the Trojan was JMC, as it was an explorer ship. JMC and the Space Corps aren't the same thing, after all (despite their at times apparent interchangeability).

    However, she was installed on a JMC ship (Dwarf), so saw fit to follow JMC-specific ship regs, evidently.

    I think weather Cat had become part of the crew members or not Pree would see him as expendable as he is not a human lifeform.

    According to the Inquisitor episode, Kryten is listed as crew and registered as "Additional 001", and attempted to override the door lockdown. So, yes, he probably should have had the ability to shut down Pree.
